Why does the ranking differ from the $100k ranking?

The $100k ranking asks 'where would the same salary keep the most?' — a pure tax comparison. This one asks 'what does the typical local worker actually keep?' — so national pay levels dominate, which is why India sits low here despite modest tax rates.
